So after following your instructions I still am having issues with the computer reportedly not being shut down correctly. I tried safe mode and the computer didn't fault either starting or shutting down so I went onto setting the computer into clean boot state.

I have used the computer in the clean boot state for the last eight days, in those days the reliability monitor has reported that the computer hasn't shut down correctly five times, on one day twice.

All but one of these faults coincides with WmsSvc. Another common fault is explorer. Brian A Morris.
